@python/wheel.mk: simplify a lot, and switch to 'installer' for installation

This follows the recommended bootstrap method (flit_core, build, installer).

However, installer installs different files than pip, so update PLISTs
for all packages using wheel.mk and bump their PKGREVISIONs.
