@Moved aspell-* packages as discussed. Reasons being:

1) Shorter package name;
2) Be consistent with kde3-i18n-*, kde4-l10n-*, hunspell-*, lang-*
   PKG_OPTIONS;
3) Simplify modifications to PKGNAME in their Makefiles;
4) Accordance with international language naming standards;
5) Facilitate the addition of other dictionaries which are variants of the
   same language (ex. Portuguese and Norwegian);

May this commit not cause anything to explode, hairs to gray, nerds to rage

@textproc/aspell-spanish: Update to version 1.11.2

Due to unicode in one of the PLIST files, the package failed during packaging
due to a libarchive translation error on DragonFly.  Apparently Linux suffers
from this as well.

The last update was 9 years ago.  Updating to current version fixes the
problem for DragonFly.  Linux restriction removed under the assumption that
it also works now.

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
